Experience Needed: Lead Utility Accountant at the STATE CORPORATION COMMISSION



Lead Utility Accountant 

Anticipated Starting Salary Range:  $80,000 – $119,999

Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission’s (SCC) Division of Utility Accounting and Finance (UAF) seeks a Lead Utility Accountant to manage and conduct complex reviews and analyses of rate applications filed with the SCC pursuant to Title 56 of the Code of Virginia. Audits will include electric, gas, water, and sewer utilities’ books and records to ensure compliance with GAAP, regulatory accounting principles, and Commission decisions. The selected candidate for this position will be responsible for: leading and participating in rate case proceedings, rate adjustment clause proceedings, fuel audits, and affiliate audits; preparing and presenting expert written and oral testimony; reviewing written testimony; and assisting in preparation for hearings. Periodic out-of-town travel is required.

Work Details

The SCC is the state agency responsible for the regulation of the rates of public utility companies in Virginia, which is generally done through formal legal proceedings. As such, the Division of UAF’s work involves auditing the books and records of a utility company, analyzing various other aspects of a utility company, understanding complex accounting transactions, and gaining expert-level knowledge of the utility industry. This will involve coordination with other team members or SCC divisions, and frequent communication with utility company representatives or other external contacts. Results and recommendations are developed into reports or testimony in the context of a legal case. Because of the unique nature of this work, time is generally split between auditing and analyzing, writing the findings and recommendations, and preparing for and participating in legal proceedings. The legal proceedings may involve serving as an expert witness to discuss and support audit findings and recommendations related to income tax matters. Teamwork and the ability to communicate are critical to this position, and the Division of UAF seeks individuals who thrive in team-oriented environments. The Division of UAF encourages and supports continued learning. This includes monthly division training sessions, the ability to attend utility or accounting-related conferences, and industry training events.


Preferred qualifications for this position include comprehensive professional experience in utility accounting or auditing and a bachelor’s degree in Accounting, Finance, or Economics.  Ideal candidates will have thorough knowledge of the laws, rules, and regulations of the State Corporation Commission and federal commissions engaged in public utility regulation.  Thorough knowledge of GAAP is essential.  Candidates must show initiative and have strong written and verbal communication skills, as well as strong analytical and auditing skills. Prior management experience is preferred, but not required. Ideal candidates will have the ability to: lead, manage, develop, and train staff; establish and maintain effective working relationships with company and staff personnel; and thoroughly and accurately express audit findings in written format.  A CPA or CMA certification is strongly preferred.

The Greater Richmond Partnership, Inc., the regional economic development organization, is seeking a student intern from the School of Business for Spring 2018. The Partnership is a 501c3 non-profit that markets the region to businesses domestically and internationally using advertising, strategic communications and social media.

The intern’s primary responsibility will include supporting our Regional Marketing and Business Development team. Responsibilities may include:

Because the holidays are almost here, our office hours have changed.  This week, we will be open from 8-4pm Monday-Friday.

For the week of December 18th, our hours are Monday-Wednesday, from 8-4pm.

We will not have late night hours again until after classes begin in the spring.

Don’t forget, Wednesday is still a walk-in day.  No appointments necessary!

The University will be closed from December 21-January 2nd.

Virginia Department of Social Services has an entry-level, part-time, Web Design Internship!

Job Description:
The Division of Public Affairs: Web Design Intern is an entry-level, part-time paid position that is responsible for assisting with web design and development projects. This position supports the Virginia Department of Social Services’ (VDSS) Public Affairs Digital Content Manager and Web Designer/Developer with building and editing HTML pages; uploading changes onto the website; and assessing the user experience and functionality challenges of digital platforms.

Minimum Qualifications:
Knowledge of HTML and CSS. Experience using PC computers including Outlook, Microsoft Office, Excel, PowerPoint and Word. Demonstrated ability to work independently and manage multiple projects.

Preferred Qualifications:
Degree (earned or in-progress) from an accredited college with a concentration in web-development, information technology or a related field or a combination of education, training, and experience that demonstrates the ability to perform the work. Knowledge of the design, implementation and maintenance process of an organization’s public website, Intranet, and content management systems (CMS).

If you have found a job or an internship, please complete the graduation survey that will be emailed to you. In addition, let me know about your success.

When you finish celebrating, don’t forget to jump back into job searching.  We are still getting a good number of full-time positions and part-time opportunities.  Make it a point to update your resume with your graduation date.  In other words, don’t forget to take off the words “expected” or “anticipated”.   Make sure that you update your GPA as soon as you can, and check all of your employment information to make sure it is accurate, updated, and ready to go. Update your LinkedIn account and subscribe to Indeed.com to make sure you cast a wide net for job searching.  Keep an eye on my Blog and Hirebusrams for job leads.  I will still be posting job leads all year long!

This position is responsible for supporting the strategic goals and objectives of the organization by assisting with the analytical and systems needs of the HR & OD team. This includes developing an extensive expertise with the department’s various human resources information systems, executing metrics that illuminate operational and employee performance, and auditing/monitoring processes for outcomes and improvement. The level III analyst position will also involve some project management functions as well as program management duties within the HR & OD department.

 Works with the departmental management team to develop effective metrics for evaluating employee performance and development. Develops metrics to assist with the analysis of operational processes.
 Documents processes for use in training, maintenance, and department procedures
 Works as a primary team member and/or project leader to facilitate the integration of the team’s various human resources information systems. Conducts data analysis and assists with conducting periodic process audits to ensure data integrity and compliance.
 Serves as system administrator for various human resources information systems. Liaison between systems and the company.
 Assists with the implementation and execution of OFCCP-compliant recruitment processes and PPACA-compliant benefit administration processes.
 Works with organization’s analytics team to ensure corporate and departmental metricsprocesses are executed and efficiently maintained.
 Partners with departmental team members in the administration and maintenance of the human resources information systems, applicant training system, performance management system, and learning management system.
 Assists with the implementation and rollout of additional system modules.
 Assists with conducting desk audits of job duties and documenting findings.
 Maintains knowledge of state and federal regulations as it pertains to human resources and organizational development and creates/monitors processes to ensure that the department and its policies and procedures remain in compliance with those laws.
 Will manage some projects as well as programs within the HR department.

 Bachelor’s Degree in Business, Human Resources or a related field


 Must possess and demonstrate attention to detail, pursuit of accuracy and compliance.
 Strong analytical and problem solving skills and a high degree of initiative and creativity are required.
 Knowledge of human resources information systems, learning management systems, and applicant tracking systems.
 Must be able to research information and use technical tools to analyze data to arrive at valid conclusions, recommendations, and plans of action.
 Must be able to prepare comprehensive reports and represent ideas clearly and concisely, both orally and in writing.
 Must have considerable knowledge of the principles and practices of modern office
management and recordkeeping.
 Must have the ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships.
 Knowledge of human resources and training practices, principles, and current best
 Possess strong team and client focus and must demonstrate leadership skills to effectively manage projects and client relationships.
 Solid PC skills including strong proficiency in Microsoft Excel and PowerPoint
 Strong verbal, written, presentation and interpersonal communication skills, including ability to appropriately escalate, negotiate, resolve conflict, and manage change
 Must be organized and detail oriented

 Minimum 1 year of experience in data analysis and/or report development
 Project Management experience strongly preferred.
 2 – 4 years of work experience with HRIS Systems and understanding of purpose within HR & OD processes preferred
Physical health sufficient to meet the ergonomic standards and demands of the position
